Hélas, cet espoir demeure tempéré dans cette partie du continent noir, en général, et au Cameroun, Bénin, Tchad et Gabon, en particulier. La présente réflexion expose, d’une part, de 1990 à 2000, une rationalisation opérationnelle de l’exécutif marquée par la limitation de ses pouvoirs dans le premier cycle du nouveau constitutionnalisme, d’autre part, depuis 2000, une mise en berne de la rationalisation de l’exécutif à travers la résurgence du renforcement desdits pouvoirs dans le second cycle. L’étude débouche sur les mesures à prendre en vue de la mise en place d’un constitutionnalisme adapté aux réalités africaines et de nature à entrainer une réelle normalisation de l’Exécutif ainsi que l’affermissement de l’État de droit. The new constitutionalism born in black Francophone Africa at the dawn of the new democracy brought hope to the rationalisation of an autocratic Executive. Unfortunately, this hope is undermined. In this part of the continent in general, and in Cameroon, Benin, Chad and Gabon in particular. This present study highlights on a one hand, a rationalisation of the Executive marked by a limitation of its powers in the first phase of the new constitutionalism which runs from 1990-2000. On the other hand, it is concerned with the issue of the rationalisation of the Executive since 2000 through the resurgence of the reinforcement of the said powers.
